8:50 - 9:00 am Rules review
9:00 - 10:30 am Six scenarios for each team (15 minutes rotations)

What to Bring

  • BSA Annual Health and Medical form (Parts A, B) for every participant
  • Each patrol should bring first aid supplies.  These may include a standard troop first aid kit with medicines, bandages and band-aids.  It is suggested that gauze for "cleaning" or wrapping may be reused in more than one scenario.  Bring splints, cravats and ties for treating small bone breaks and specific bandaging.  Any equipment required for shock treatment should also be brought. Any equipment needed for larger injuries should be provided by the first aid meet organizers.

First Aid Meet Rules

Each patrol will be presented a problem and will have a set amount of time to solve the problem. At each problem, there will be four performers and one victim (any other patrol member must “sit out”). A sixth member may attend, provided one rotates and sits out every scenario. Each member must serve as a victim in at least one problem situation. No books or pamphlets are allowed. In order to advance to the council meet, all members of the team must be from the same troop. To encourage participation at the district level, a troop may use Scouts from another troop to make a team if needed. It is encouraged that joint teams are arranged ahead of time.

Scenarios: For each scenario, there will be five Scouts allowed in the contest grid. All other patrol members must "sit out." Each member should serve as a victim in at least one scenario. No books, electronic devices, cards or pamphlets are allowed. One member of each team will be selected to be the victim before the scenario judging begins. The victim should rotate throughout the different scenarios. One member of the team will be the leader as the troops enters the scenario room. The leader may be the same Scout throughout the scenarios.

Judging: The judging standard will be the current Scout Handbook, First Aid Merit Badge pamphlet and current American Red Cross guidelines. Scouts will need to know how to perform CPR with respirations and compressions and how to use an AED.

Judges: Each patrol should provide at least one Scouter or Scout parent that can serve as a judge. While not mandatory for participation, this adult judge will ensure enough judges to assist with the meet and finish in a timely manner. Judges will be instructed in scoring procedures prior to the scenarios and will not judge their own team. Awards will be given to the top three placing teams. The first-place team will receive the Brahman District Green Flag.

Scouting Safely

Safety is Your Responsibility posterThe BSA's Commitment to Safety is ongoing and we want you to know that the safety of our youth, volunteers, staff, and employees cannot be compromised. The Boy Scouts of America puts the utmost importance on the safe and healthy environments for its youth membership. The Sam Houston Area Council takes great strides to ensure the safety of its youth as well as the adult volunteer leadership that interacts with them.

BSA Guide to Safe Scouting policies must be followed. All participants must follow Youth Protection Guidelines at all Scouting events. Highlights include:

  • Two-deep leadership on all outings required.
  • One-on-one contact between adults and youth members is prohibited.
  • The buddy system should be used at all times.
  • Discipline must be constructive.

Health and safety must be integrated into everything we do, to the point that no injuries are acceptable beyond those that are readily treatable by Scout-rendered first aid. As an aid in the continuing effort to protect participants in a Scout activity, the BSA National Health and Safety Committee and the Council Services Division of the BSA National Council have developed the "Sweet Sixteen" of BSA safety procedures for physical activity. These 16 points, which embody good judgment and common sense, are applicable to all activities.
